Lucas Oil Stadium Security Program Receives Advanced Security Designation From Department of Homeland Security

INDIANAPOLIS (March 24, 2026)— Lucas Oil Stadium today announced that its security program has received designation as a Qualified Anti-Terrorism Technology (QATT) by the U.S. Department of Homeland Security (DHS) under the Support Anti-Terrorism by Fostering Effective Technologies (SAFETY) Act. This milestone represents a significant advancement from the stadium’s previous Developmental Testing & Evaluation (DT&E) status and affirms the proven effectiveness of its security program in real-world environments.

Enacted by Congress following the September 11 attacks, the SAFETY Act incentivizes the development and deployment of innovative technologies designed to prevent, detect, and respond to acts of terrorism. Technologies awarded SAFETY Act Designation have undergone rigorous DHS review and demonstrated operational effectiveness. In addition, the designation provides important liability protections, including caps on liability and immunity from punitive damages in the event of claims arising from a certified act of terrorism.

Lucas Oil Stadium received the QATT designation in recognition of its comprehensive, multi-layered security program, which integrates physical and electronic security systems, advanced screening tools, emergency planning and evacuation procedures, and highly trained personnel. The program is designed to both deter and prevent threats while enabling rapid, coordinated response in crisis situations.
